The Central Bank controls the auditor of Qiwi Bank

The audit is carried out by the Corporate Relations Department of the Bank of Russia. This division is responsible for the regulation, control and supervision of auditors that provide services to public interest organizations in the financial market. The Central Bank, the Ministry of Finance and Kept did not comment on the information.

Based on the results of the audit, the regulator may issue an order to the auditor, which may contain a warning, a request for additional information or a fine. Vedomosti’s interlocutor added that the most stringent measure is the exclusion from the list of auditors who can provide services to socially significant organizations in the financial market. He is not sure the regulator would apply such a measure to larger companies.

Another interlocutor of the publication points out that the Kept audit is the first serious case in which it is evaluated how the company took into account Qiwi Bank’s compliance with the anti-money laundering law. Until recently, all inspections concerned mainly the implementation of audit standards, and only then, in addition, according to 115-FZ.

• On February 21, the Bank of Russia revoked Qiwi Bank’s banking license. After this, Qiwi wallet replenishment turned out to be unavailable and the payment system also blocked the withdrawal of funds. Customers of other banks cooperating with Qiwi also had problems. Later, the Central Bank stated that Qiwi Bank, according to preliminary estimates, has sufficient funds to return money from electronic wallets.
• The Moscow Stock Exchange also announced that it would exclude Qiwi PLC’s global depositary receipts from its stock indexes. The document will be removed from the settlement databases as of February 27.
