Development of the Amur-LNG rocket began in October 2020, when Roscosmos and Progress RSC signed a contract to create the preliminary design of the space rocket complex. The rocket will be equipped with a reusable first stage and will be launched from the Vostochny Cosmodrome in the Amur Region.

The state company also announced in March 2023 that the development of Amur-LNG was continuing and the technical design is planned to be completed by 2024.
