Roskomnadzor plans to connect the Antifraud system to WhatsApp, Telegram and Viber by 2029 to detect fraudulent calls. This follows from the draft version of the Antifraud development plan.
After the launch of Antifraud in 2022, attackers began calling via instant messengers. In 2023, the head of the Ministry of Digital Development, Maksut Shadayev, claimed that 70–80% of fraudulent calls are made through WhatsApp.
Information about the phone number advertised to the account in foreign instant messenger systems is already sent to billing operators when making calls. This provides for the requirements of the “Yarovaya package,” says Igor Bederov, head of the investigation department of T. Hunter.
At the same time, operators note that you can only see the fact of using the messenger, but it is technically impossible to find out the user’s phone number.
Since such traffic is encrypted and goes inside data transmission channels, the operator cannot see the frequency or duration of the session on any telephone numbers.
