This value is for SDR content. Tablets have IPS screens, so they don’t need HDR.

The peak brightness of the 13-inch iPad Air is the same as the iPad Pro generation with the M2 chip. The new iPad Pros have a standard brightness of 1000 nits and 1600 nits for HDR.
