The St. Petersburg Stock Exchange revealed a strategy to unfreeze blocked assets

As the general director of the exchange, Evgeny Serdyukov, told RBC Investments, the platform wants to offer private investors the possibility of independently obtaining individual licenses from the Office of Foreign Assets Control of the US Department of the Treasury (OFAC). . SPB Exchange is ready to assist customers with the application form and instructions for submitting it.

According to Serdyukov, SPB Exchange is aware of some positive decisions made individually.

“In this sense, applying for individual licenses is now perhaps the most likely scenario for unlocking assets, so our lawyers have developed templates for independently applying to OFAC to help investors,” noted the site’s CEO.

In addition to assisting with individual requests, the exchange is also working on a collective appeal to OFAC and hopes to submit it in the coming weeks.

Customers can submit their requests themselves on the OFAC website. The application procedure is free. At the end of May, detailed instructions and a list of documents will be published on the assetunlock.rf website.

At the same time, Serdyukov said investors’ securities in Hong Kong could likely be unblocked without an OFAC license.

“The way to unlock shares of Hong Kong issuers booked in friendly deposits has its own development and is not associated with the application for individual licenses,” explained the general director of the St. Petersburg Stock Exchange.

He clarified that anti-Russian sanctions do not directly affect the assets of Hong Kong investors, as they have no direct connection with US jurisdiction.
