The State Duma approved in the third and final reading a bill to regulate the sale of alcohol in summer cafes, Interfax writes. We are talking about the consumption of alcoholic beverages by visitors to establishments on summer terraces.

According to the new law, from June 1, 2024, the retail sale of alcohol will be allowed in the seasonal room of an establishment when it provides catering services.
According to the first deputy chairman of the Duma Economic Policy Committee, Nadezhda Shkolkina, who previously explained the expediency of the law, today it is prohibited to formally drink alcoholic beverages on open terraces.
“…but in reality everyone pretends not to know or refers to the fact that the terrace is one with the restaurant,” Shkolkina noted.
The new law clearly states that drinking alcoholic beverages is only allowed on the terraces that are part of the establishment.
Additionally, the law now requires that a retail alcohol license indicate the location of a seasonal coffee shop. According to Shkolkina, the new regulatory rules eliminate legislative loopholes and do not require additional measures.
Late last year, business ombudsman Boris Titov proposed allowing restaurateurs to sell alcohol to go, just like in stores.
