City of London Police said thousands of messages were sent using the device. Huayong Xu, 32, of Croydon, was arrested on May 23 and charged with possession of article for use in fraud. He will appear in court on June 26. Another man was arrested in Manchester on May 9 but his identity has not yet been released and he has been released on bail.

While details about the “text messaging device” are still scarce, it could function similarly to a known IMSI interceptor for surveillance or, more likely, a SIM bank designed to send large amounts of SMS messages.
