The Ministry of Industry and Trade has found a contractor who will help develop a set of measures to stimulate interaction between trade and producers, with subsequent state support for such cooperation. This will help mitigate the risks that hinder the development of companies in the light, electronic, chemical and other sectors, the ministry believes.

The Ministry of Industry and Trade of the Russian Federation will enter into a contract with Optconsult JSC for the provision of expert and analytical support services for the development and implementation of a set of measures to stimulate the production of non-food consumer goods with the participation of retail chains. The cost of the contract is about 7.8 million rubles and the execution period is until December 15, 2024.
As the Ministry of Industry and Trade explained to RB.RU, the Russian consumer market should be saturated with domestically produced goods, as evidenced by the results of a survey conducted by VTsIOM. More than half of Russians surveyed want the range of domestic products to increase. The department is ready to provide state support to manufacturers and trade if the result is the entry into the market of popular non-food products.
“We consider it necessary to actively involve retail chains in the processes of stimulating the production of such goods,” the ministry told RB.RU. Manufacturers and trade, including e-commerce, are expected to cooperate in planning the production and distribution of products.
The Ministry of Industry and Commerce mentioned the risks that hinder the development of companies in the light, electronic, chemical and other sectors. Among them are problems in planning the production and sale of products in the absence of long-term economic ties with commercial organizations, insufficient competitiveness of products in comparison with those produced in China, Turkey and other friendly countries, high cost of credit resources, lagging technology. , problems with raw materials, equipment components from sanctioned countries.
“To solve these problems and stimulate the production of consumer goods, the implementation of government measures to support producers is required, including through mechanisms for their interaction with trade,” Anton Alikhanov’s department added.
JSC “Optconsult” will carry out analytical work by order of the Ministry of Industry and Trade. Based on the results, proposals will be developed for the development of effective interaction mechanisms between retail chains and manufacturers in order to stimulate the production of consumer goods. Another set of proposals will affect the formation of measures of state support for production and wholesale and retail trade of certain types of consumer goods.
Completed proposals will be sent for expert discussion. After passing all the necessary procedures, it is planned to amend the legislation “on the development of systems of production and distribution of consumer goods in the Russian Federation,” the ministry added.
The Ministry of Industry and Trade stressed that the contractor with whom the state contract is concluded must have appropriate qualifications and competencies, and the results of the services provided by the contractor must be specific and have practical application.
