Following the results of the 9th conference “Digital Industry of Industrial Russia”, the Chairman of the Government of the Russian Federation Mikhail Mishustin issued a number of instructions aimed at ensuring the independence of the country’s enterprises from foreign software solutions. Various benefits and systemic support measures will be provided to support domestic software developers and companies implementing them.

Information about the relevant instructions appeared on the official portal of the Cabinet of Ministers. The recommended measures include:

  • a ban on state corporations and state-owned companies from developing basic and system-wide software, domestic analogues of which are already on the Russian market (the Ministry of Economic Development, the Ministry of Finance, the Ministry of Industry and Trade and the Ministry of Digital Development are responsible for the proposals on this issue),
  • grants for “particularly significant” business projects for the pilot implementation of national software and preferential loans for its acquisition (Ministry of Digital Development within the framework of the national project “Data Economy and Digital Transformation of the State”),
  • creation, on the basis of companies that are part of industrial competence centres, “industrial testing grounds for testing and approving new national software solutions” and construction of data processing centres for the provision of commercial services (Ministry of Digital Development together with “interested departments”),
  • the opportunity to reduce the costs of companies for the implementation of Russian software through federal investment tax deductions (Ministry of Digital Development and Ministry of Finance),
  • monitoring the cost of Russian programs for the subsequent formation of an adequate price offer (and cost control) within the framework of government orders (Ministry of Digital Development and FAS),
  • introduction of mandatory rules for state-owned enterprises and state corporations regarding the share of purchases of services from commercial cloud infrastructure operators of the Russian Federation (Ministry of Digital Development and Ministry of Finance),
  • creating a unified digital platform for further education of schoolchildren and students in the field of software development and expanding the number of “digital departments” in the country as part of the “Training for IT” initiative (the Ministry of Digital Development and the Ministry of Education and Science together with leading IT companies).
  • Mishustin expressed the opinion that these measures will help ensure that “by the end of the decade, 80% of all companies should switch to a domestic software product. First of all, in resource management and production systems.”
