Finnish telecoms company Elisa has filed a lawsuit against Estonian authorities over the refusal to supply equipment from China’s Huawei. Finland’s largest telecoms operator is demanding compensation for costs from Estonia.

As Elisa CEO Topi Manner stated in an interview with Helsingin Sanomat newspaper, the dispute concerns an Estonian law adopted in 2022. According to the decree, telecom operators must replace Huawei equipment and software in 5G networks by the end of 2025 and in 4G networks by the end of 2029.

“In the lawsuit we filed with the Tallinn Administrative Court in December 2022, we are not questioning the regulation, but rather who should be responsible for the costs,” Manner said.

It is clarified that the European countries are demanding that Huawei equipment be disposed of because it can be used for espionage on behalf of the Chinese authorities. According to the CEO of Elisa, most other countries in similar situations compensate the companies’ costs themselves.

Manner said that Elisa is already using Nokia software in 5G networks. In 4G networks, the company has also started replacing Huawei products with equipment from the Finnish manufacturer. We are talking about “at least tens of millions of euros.”

According to Elisa’s director, the Finnish operator’s share in the Estonian market is 37%.
