The Russian division of Intesa Sanpaolo bank has blocked payments from the Russian subsidiary of the Italian equipment manufacturer for the branding of Antares Vision products. Kommersant writes about this, referring to the text of the company’s letter to the Central Bank.

In July, the bank prevented Antares Vision Rus LLC from purchasing $98.5 thousand and sending this money to a foreign counterparty, Kukje Company, as well as from transferring 10 million rubles under a payment order. In addition, Intesa did not accept the request to close the company’s accounts and recommended “contacting the founder for clarification.”
The head of the Russian division, Pavel Bulgakov, says that because of this, the company cannot pay taxes or salaries to employees. He explained that filing a complaint with the regulator is an opportunity to quickly resolve the problem.
The bank blocked the transactions on the basis of anti-money laundering requirements under 115-FZ, but this was based on a letter from the foreign founder, KIAP’s chief lawyer Roman Suslov suggested.
According to him, the Central Bank is fighting against arbitrary refusals by banks by requiring them to inform customers about the reasons for the refusal and provide information on possible account unblocking.
