Russian operators have begun to use solutions to overcome the YouTube slowdown, sources in the telecom market told Kommersant.

The newspaper also found several messages from landline operators in the Northwestern Federal District, which claim that YouTube on their networks works without “additional tools” for users and that traffic is redirected from Google’s Russian servers to European ones.
Roskomnadzor did not report any slowdown on YouTube in Russia. The platform is not officially blocked in the country and is not included in the register of banned services. Therefore, providers believe that they are unlikely to be held responsible, experts say.
The head of the Rosteleset association, Oleg Grishchenko, also sees no violation in these actions. Ekaterina Abashina, a lawyer at the First Digital Bar Association in Moscow, claims that operators still risk being charged with administrative charges for “traffic manipulation.”
- On July 12, Rostelecom warned that YouTube would slow down because Google’s equipment had not been updated in the past two years.
- On July 25, State Duma deputy Alexander Khinshtein admitted that slowing down the service was a deliberate step to “breathe life” into YouTube.
- Google, in turn, said it had nothing to do with the problems in the operation of video hosting in the Russian Federation.
