IT company ITcom Security LLC has demanded 33 million rubles from the Federal State Budgetary Institution “Sports Training Center for Russian National Teams.” The claim was filed with the Moscow Arbitration Court on August 20 and has not yet been registered, according to court records. It is possible that a federal agency has not paid an IT company under a government contract.

In September 2022, the Russian National Team Sports Training Center signed a contract with IT Security to develop software for the operation of the digital platform. The contract cost 63.9 million rubles and was designed for two years, according to the public procurement portal.

As part of the contract, it was planned to create and implement an automated system for creating a unified database of competition participants and training sessions, business processes and reporting. The system was supposed to allow the creation and maintenance of personal accounts of athletes, lists of national teams and coaches. The task was to integrate the databases with state services.

According to the Federal State Budgetary Institution’s materials, the cost of the supplier’s obligations under the contract amounted to 47.7 million rubles, of which 33.55 million rubles were actually paid. Work worth 14 million rubles was accepted, but not paid, according to the government services website.

The parties did not respond to RB.RU’s requests.

  • ITCOM Security LLC has been owned by Vyacheslav Khlebnikov since August 2023. The company’s revenue in 2023 fell by 68% to 55.6 million rubles, and net profit amounted to 543 thousand rubles. The main source of the company’s income in 2022 was government procurement, according to the analysis of the Kontur.Focus service. During its operation, the LLC entered into government contracts worth 304 million rubles.
