Entrepreneurs have prepared a proposal to create a new mechanism to support small businesses in Russia. They propose to launch a program of preferential state financing for leasing programs. Vedomosti writes about this.

Alexander Kalinin, President of Russia Support, spoke about this possible partnership option on the sidelines of the Eastern Economic Forum. According to him, due to the increase in interest rates and reference rates on loans, the issue of preferential leasing is becoming more relevant.
“Let’s say the Central Bank finances banks and state corporations for leasing on preferential terms – at 3%. They, in turn, provide their subsidiaries and leasing companies with financing at 4%, and these companies provide financing to companies at 5%,” Kalinin says, citing the possible parameters of such a mechanism.
The expert also believes that if such leasing programs are extended only to Russian equipment, this option will not only prostitute investments, but will also support domestic developers. Opora Rossii also put forward a proposal to make payments within the framework of this program using the digital ruble, which “will ensure 100% traceability of finances.”
The business association has already submitted its proposal to the State Council’s Economic Commission and will discuss the initiative with the Bank of Russia in September.
Opora Rossii is a public organisation of small and medium-sized businesses operating throughout Russia and also has representative offices in 26 countries. The association unites about 450,000 entrepreneurs and creates more than 5 million jobs. It has more than 100 trade unions, associations and industrial guilds.
At the end of August, the Ministry of Economy proposed to expand measures to support the entry of small and medium-sized enterprises (SMEs) into the stock market.
