Roskomnadzor to update site blocking system, issuance of IT mortgages decreased 17 times in August: the main thing on September 10

• The issuance of IT mortgages in August decreased by 17 times to 1.76 billion rubles, Izvestia reports citing Dom.RF data. The conditions for them have been tightened, Moscow and St. Petersburg have disappeared from the list.
• Trade turnover between Russia and China in January-August 2024 increased by 1.9% compared to the same period last year, reaching $158.469 billion, RIA Novosti writes, citing data from the General Administration of Customs of the People’s Republic of China.
• The State Legal Department of the President invited public associations of employers and employees to discuss changes in the method of payment of social security contributions by companies at a preferential rate. Starting from 2028, their number may decrease, due, for example, to commercial SMEs, Kommersant writes.

Business

• The cost of the transaction to buy Home Bank by Sovcombank has been revised again in favour of the buyer, Kommersant writes. This is the third reduction. As a result, Home Bank will cost Sovcombank between 0.4 and 0.5 of capital, according to the RAS, although the bank was initially valued at 0.8 of capital.

• On September 13, the Bank of Russia will decide on the size of the key interest rate, which is currently at 18%. RB.RU polled 11 analysts and the consensus forecast for the exchange rate was 18.5%. Some experts were of the opinion that the rate will rise to 20%, if not in September, then at least in October.

• Roskomnadzor plans to upgrade the system of blocking Internet resources in RuNet and spend almost 60 billion rubles on it, Forbes reports.
• The Russian representative at ICANN, responsible for registering new top-level domains (such as .online, .children, .yandex), called the draft rules for their application discriminatory. Applicants must comply with US sanctions, Kommersant writes. Therefore, a number of sanctioned Russian companies are likely to be unable to participate in the new round of applications in 2026.
• Alfa-Bank has launched a joint project with Rostelecom to build the TEA Next trans-Eurasian fiber-optic communication line, Kommersant has learned.
