The Ministry of Transport has submitted a draft law on state registration of electric scooters, electric bicycles and other personal mobility devices (IM). The document is published on the portal of regulatory legal acts.

According to the bill, all SIM cards will have to be registered with the state in a special federal registry within ten days from the date of purchase. SIM card owners will receive a registration sticker and a sign (analogous to a car license plate and QR code).
The procedure for registering a SIM will be set by the government. Those who already have a personal mobility device will have to register it by 1 March 2027. If the amendment package is adopted, the new rules will come into force on 1 September 2026.
The legislative amendments are aimed at reducing the number of traffic violations and increasing traffic safety, the authors of the bill noted.
On September 13, the Yandex Go ride-sharing service imposed a fine of 100 thousand rubles for violating the rules for driving an electric scooter for the first time. Its tenant allowed three minors to ride it. According to the service’s rules, only people over 18 years old can ride an electric scooter.
