The exemption allows cargo valued at less than $800 to enter the U.S. duty-free, but the administration says it is “being used to circumvent trade rules.”
The proposed changes would subject shipments from China to increased scrutiny and potential additional tariffs if they fall under existing trade protections. The provisions cover a range of products, including Chinese goods, steel, aluminum and specialty tools.
U.S. Commerce Secretary Gina M. Raimondo emphasized that the new rules are intended to “level the playing field for American businesses and protect consumers from potentially unsafe products.”
