In the second quarter of 2024, the Karachay-Cherkess Republic improved its performance and left the list of “problem” territories. The republics of Ingushetia and Dagestan, the Chechen Republic and the Novosibirsk region remained in the “red” zone.

The Bank of Russia now uses a new indicator in its monitoring – a sampling indicator based on the “repetition” of losses. This allowed us to analyse cases where the same driver or car was involved in an accident several times. If there are many such accidents in the region, this indicates a high risk of unfair actions. After all, such accidents can be intentional.

“These unjustified payments for fictitious accidents, inflated claims of victims and other dishonest actions ultimately lead to an increase in prices for compulsory motor insurance for all drivers,” the regulator’s press service notes.

The new assessment allows us to identify hidden negative trends in the regions and combat insurance fraud. These measures help maintain the level of availability of compulsory motor insurance in the country and contain policy prices.

In early September, the Central Bank of the Russian Federation announced plans to change the tariff range limits for compulsory motor insurance for some types of transport. This will affect public transport: trolleybuses, trams, buses that regularly transport passengers, as well as motorcycles and trucks with a maximum permissible weight of 16 tons or less.
