The maximum fines for violations will be up to 400,000 rubles for citizens, up to 800,000 for officials and up to 5 million for companies, similar to fines for LGBT propaganda*.
The explanatory note to the bill states that “the spread of the ideology of childlessness in Russian society is one of the threats to traditional values and leads to the degradation of public institutions.”
The head of the Human Rights Council, Valery Fadeev, for his part, questioned whether the child-free ideology was widespread in the country: “The ideas themselves, of course, are harmful. I am not sure how strong they are in Russia. If they are weak, why fence off the garden? If they are strong, this requires evidence from the deputies, this can be supported.”
* LGBT is recognized as an extremist organization in the Russian Federation, its activities are prohibited.
