The organization proposes to create a registry within the framework of the provisions of the Experimental Legal Regimes Law (ERR), in force since 2020. It may appear in 2025.

According to Vladimir Voloshin, head of the department of digital development and data economy at the Ministry of Economic Development, the registry will allow companies and departments to make new entries independently. This innovation will also help authorized bodies to carry out a more detailed analysis of the effectiveness of the EPR and its results to formulate a general regulation in the future.

Currently, results of intellectual activity (RIA) created with the help of AI cannot be formally protected by copyright, since the law only recognizes one person as the author, said Konstantin Suvorov, partner at the law firm Kosenkov and Suvorov. .

The creation of such a registry will simplify the registration of the results of intellectual activity and provide the opportunity to register rights to the created objects, Voloshin clarified. The registry is expected to become an important tool to simplify interaction between developers, government agencies and investors.

In addition, the new registration will not duplicate the Rospatent registration and will not replace the current obligations and procedure for registering intellectual property provided for in the Civil Code, the ministry noted.
