We are talking about situations when a person, under the influence of threats or deception, concludes a consumer loan agreement and transfers money to scammers, it is indicated there. It is assumed that Russians will be able to refuse to receive a loan during the “cooling period” using the government services portal.

Putin also ordered that the Central Bank be granted the right to limit the share of risky loans secured by car collateral in the total volume of loans issued. These measures must be developed before January 1, 2025.

The president’s initiative was adopted after a meeting on economic issues on August 22. In 2024, telephone scammers began to use messengers more often to deceive Russians, and the damage from their actions has already exceeded 250 billion rubles, Stanislav Kuznetsov, chairman of the board of directors of Sberbank, previously said. If the trend continues, this amount will reach 300 billion by the end of the year, he warned.
