Experts suggest that due to the absence of the obligation to disclose the details of the Prosecutor General’s Office’s decisions or even identify itself as the initiator, the RKN will no longer have to submit reports on any actions aimed at “slowing down”. The proposed order allows RKN to “manage communications networks” through the TSPU or issue mandatory instructions to telecom operators and traffic exchange points.

These mandatory instructions include the installation of technical means systems to ensure the functions of operational investigative measures (SORM) and the blocking of websites according to established records. TSPU is required by the 2019 law.
