Since, according to the head of the regulator, MTS increased the cost of services by an average of 8% in April and May, and this affected 30 million subscribers, the ministry obliged the operator to transfer this amount to the state budget. However, the regulator recognized that the increase in tariffs was economically unjustified: MTS could not increase prices, since the increase in the operator’s expenses was compensated by rather high profits.

“[Тариф] It is accepted that it is not economically justified. In this case, the increase in expenses is covered by income without increasing tariffs: the received funds are withdrawn as dividends, the telecom operator receives a fairly high profit and there is no need to impose additional tariffs on consumers,” Shaskolsky explained.
