In first reading, the State Duma approved a bill banning “anti-motherhood propaganda” on the Internet, media, cinema and advertising. The document was published in the legislative support system.

For violation, individuals face a fine of up to 400 thousand rubles, officials (up to 800 thousand rubles), and companies (up to 5 million rubles).
“I emphasize that we are talking specifically about the prohibition of propaganda against motherhood. The decision to have children or not is the woman’s. <...> But there should be no propaganda that puts pressure on a woman when she makes the decision to have a child. What is happening now in the United States and Europe,” State Duma Speaker Viacheslav Volodin said on Telegram.
At the end of September, a bill banning child-free propaganda was introduced in the State Duma. Its authors were Volodin, the president of the Federation Council, Valentina Matvienko, and other deputies and senators. On October 15, the Duma Information Policy Committee recommended adopting the document in first reading.
Previously, the head of the Human Rights Council of the President of Russia, Valery Fadeev, doubted that the child-free ideology is widespread in Russia: “I’m not sure how [эти идеи] strong in Russia. If they are weak, why fence the garden?” Fadeev said.
