The State Duma and the FSB supported the idea of banning Russian providers from using the SpeedTest Internet speed measurement service from the American company Ookla. This is clear from the responses sent by the Lower House and the department to the International Academy of Communications (IAC), which previously presented this initiative, Izvestia reviewed the letters.

According to the president of the International Academy of Communications (IAC), Anastasia Ositis, Ookla works closely with US intelligence agencies and through SpeedTest information on possible cyber attacks can be collected.
MAS academician Sergei Melnik proposed replacing SpeedTest with a domestic analogue – “Linkmeter”. He also noted that it is technically difficult to block SpeedTest, so operators will have to remove it from their systems themselves.
Ookla was founded in 2006. The company provides data and analytical tools for telecom operators and Internet providers, helping them improve the quality of services.
In July 2022, the court fined Ookla 1 million rubles for refusing to localize data in Russia. A year later, she was fined 6 million rubles and was again denied data localization in the country, TASS reported.
According to the Speedtest Global Index rating of the international company Ookla, in July 2024 Russia rose to 86th place in the ranking of mobile Internet download speeds. A year earlier, the country was ranked 96th. The top three are Qatar, the United Arab Emirates and Kuwait.
