The head of Roskomnadzor, Andrei Lipov, said that the service is recording a drop in YouTube traffic on landline networks.
He related this to the procedure used on these networks keying Google servers:
Google had a lot of servers in Russia: almost every node with quite a lot of subscribers was connected to the GGC server. The company of these servers has ceased to be supported since the moment it left Russia, and no one is investing in them. The servers are degrading, they have switched off somewhere. We are seeing a drop in traffic towards YouTube, primarily on landlines.

At the same time, the head of the department noted, traffic on Rutube and VK Video has noticeably increased.
When asked why the mobile network platform works the way it did before, Lipov said Google could be storing “more powerful servers” next to cellular operators’ sites. [РБК]
