Roskomnadzor (RKN) has the technological ability to block calls made via instant messaging. The head of the department, Andrei Lipov, spoke about this on the sidelines of the Spectr forum, according to TASS.

Lipov clarified that this option is being considered if the courier violates the requirements of Russian legislation in the process of combating fraud. “The messenger will work, but the calls will not. “It is a difficult option, which is possible as one of the measures,” Lipov responded to a question from an agency correspondent.
According to the head of the RKN, Russia can develop requirements for foreign couriers that protect citizens from fraudulent activities. The service should give the user the right to restrict the acceptance of various types of calls, for example, from abroad. If the messenger does not meet the requirements, the department may prohibit calls through it, Lipov explained.
On October 8, RKN blocked the Discord messenger in Russia due to its violation of the requirements of Russian legislation. Later, in response to reports about possible unblocking of access to the service, the department stated that it saw no reason for this.
A few days after Discord was blocked, Russian users reported a technical problem on the streaming service Twitch: RKN did not block it and does not plan to do so, the department commented.
