According to Khutortsev, these services violated Russian law by providing opportunities to bypass the block. A year ago, it reported blocking 167 VPN services.

As Kommersant found, Russian government agencies increased spending on VPN by 683% over the year, spending 14.1 billion rubles on connection since the beginning of 2024. Of these, 9.8 billion fell to the Department of Technologies of Information (DIT) of Moscow.

Megafon confirmed the growth in VPN demand and highlighted “super high growth” among government customers. This is due not only to the security requirements of government agencies, but also to the need for secure exchange of confidential information between remote departments, the operator’s representative noted.
