As RBC reports citing sources in the organization, as part of the change in the organizational structure, Shmakov will become president of the FNPR. His deputy, Sergei Chernogaev, will get another leadership position.

Chernogaev is likely to become general secretary of the FNPR. Last week, Shmakov affirmed the need to change the FNPR statutes, as “modern reality presents new challenges to the trade union movement.”

“It is proposed to introduce the positions of president and secretary general instead of the position of president. Their powers and areas of responsibility will be established in the draft charter,” stated the current president of the FNPR.

Changes to the leadership structure are expected to be announced on Tuesday, October 29, when the federation’s 13th (extraordinary) congress takes place.

The RBC interlocutor said that it is not yet clear how powers will be divided between the president and the secretary general. At the same time, the meaning of the innovations is connected with Shmakov’s desire to ensure a “perfect transition” of power.

Mikhail Shmakov, 75, was first elected president of the federation in 1993. Since then, he has been re-elected to the position of head of unions seven times, most recently in 2024.

The head of the Russian Union of Railway Workers and Transport Builders, Sergei Chernogaev, was first elected vice-president of the FNPR in April 2024.
