Roskomnadzor plans to block 4.5 million SIM cards belonging to foreigners that have not been retested in the offices of Russian telecom operators. As a representative of RKN said on the Spectrum forum, this decision relates to data analysis carried out this year.
During the investigation, department experts identified 26 million phone numbers belonging to 11.5 million foreign nationals and stateless people. Of this number, only 3.8 million foreigners were re-identified at the operator offices and 8.2 million numbers were confirmed. The rest will be disconnected, according to the RKN representative.
Therefore, SIM cards whose owners do not undergo data control or do not come to the operator offices are subject to blocking. This move is aimed to improve control over mobile usage and ensure user security.
