The Center for Diptych and Public Network Management (TsMU SSOP) of Roskomnadzor recommends that owners of Internet communication resources share in the use of CloudFlare’s CDN service.

The reason was that the default content used in it violates Russian legislation and is blocked on the territory of the country. It was because of this that access to many resources from the Russian Federation was difficult or even impossible for some.

US-based CDN service provider CloudFlare enabled the TLS ECH (Encrypted Client Hello) extension application on its servers by default in October. This technology is a means of bypassing restrictions on access to information prohibited in Russia. Its use violates Russian legislation and limits technical means of countering threats (TSPU).

It is recommended that owners of information resources prohibit the TLS ECH extension or, more correctly, use domestic CDN services that ensure reliable and secure operation of resources and protection from computer attacks.

The agency notes that protection against DDoS attacks can be provided, in particular, by the National System for Combating DDoS Attacks (NSPA).
