The State Duma announced a special procedure for paying copyrights to foreign agents

The State Duma will begin considering the document in the near future, Volodin said. The bill will introduce a special procedure for payments to foreign agents for the use of intellectual property, such as “works of science, literature, art, performances and phonograms of radio or television messages, inventions and trademarks.”

Volodin noted that the income of foreign agents will be credited to a special ruble account. Receiving funds in any other way will be prohibited.

“Those who destroy Russia by insulting its citizens, participants in a special military operation, should not enrich themselves at the expense of our country,” said the chairman of the State Duma.

According to Volodin, the State Duma is also discussing measures “to prevent the enrichment of movable and immovable property located on the territory of our country, as well as its sale” for those “who are not classified as foreign agents, but, having abandoned, speak negatively about the attitude towards Russia.

The State Duma speaker added that the bill on payments could be considered next week, from November 11 to 17.

Vyacheslav Volodin announced plans in early March to ban the payment of royalties to foreign agents for copyright and related rights. The lawyers explained that the measure contradicts international copyright conventions, in which Russia has not stopped participating, and not only foreign agents could be harmed.
