The department said it is developing approaches for the system together with companies. At the moment the offer comes only from the HeadHunter company, but the Ministry of Digital Development is open to cooperating with other partners, Kommersant reports. The ministry does not comment on possible integration with state services.

The hh.ru system already provides the opportunity to confirm skills – from programming languages ​​to specialized software. To date, according to the company, tests have been carried out on 2.4 million users, of which 680 thousand were successful. HeadHunter believes that developing an IT skills assessment system will be a logical step.

The Association of Informatics and Information Technology Companies (APKIT, includes VK, 1C, etc.) is also working on a certification standard for IT competencies and participates in the hh.ru project as an expert. APKIT Council Chairperson Natalya Pochinok said that the system is supposed to use SNILS identification, which will allow its integration with government services.

Innostage Product Manager Evgeny Surkov believes that the integration of hh.ru with Gosuslugi can expand the functions of the service, for example, adding vacancies in government agencies or training programs in universities with employment.

In September, Kommersant reported, referring to a preliminary version of the “Personnel for Digital Transformation” project, that the Russian government plans to create a state information system to confirm the competencies of software developers. The document describes measures to develop human resources in the IT field, including training, retraining and employment of specialists.
