This is a complex mission, and NASA will face challenges in other projects and programs if the VIPER rover is launched. And they see the “advantages” of canceling this mission: it was possible to save on four other lunar commercial projects being worked on as part of the Commercial Lunar Payload Services (CLPS) program.
Additionally, the VIPER mission is expensive to launch, and if the project is carried out in 2025, the funds needed to launch one of the commercial missions will be lost. And if the launch had occurred in 2026, it would have been impossible to launch two missions of the CLPS program, and the launch of two more lunar probes would have been delayed by two years.
