YouTube warned users that if they do not act, the platform will block the content itself. RKN confirmed to the publication that they demanded that YouTube remove the banned information, but so far the service has not done so.

These are more than 300 videos “that popularize the use of VPN services and other programs to avoid blocking access to illegal content in Russia,” indicated the RKN.

In a comment to TASS, a representative of the regulator recalled that on March 1, an order from Roskomnadzor came into force, according to which access to materials “popularizing the use of VPN services and other [подобных] programs”, is limited extrajudicially.

Another RKN order prohibiting the publication and dissemination of scientific and statistical information on the use of VPNs will come into force on November 30. An exception will be made only for scientific information necessary to “provide access to information resources and/or information and telecommunications networks using secure communication channels.” The restrictions will last until September 1, 2029.

There is no responsibility for the creation of such materials, however, if RKN’s order to delete information is not followed, the owner of the site risks receiving a large fine, lawyer Ekaterina Abashina told Kommersant.
