For developers, parameters such as registration in the national software registry and income of between 1 billion and 2 billion rubles a year are considered, the newspaper writes. The Ministry of Digital Development did not respond to the publication’s request.

The measure is necessary to support Russian software providers, since state-owned companies are reluctant to buy solutions from small and medium-sized companies: “it may be easier for them to duplicate existing products,” said a Kommersant source.

Companies with revenues of 1 billion to 4 billion rubles a year are usually in the phase of active growth, and guaranteed demand from state-owned enterprises can accelerate their development, Kopnin noted. At the same time, it is important that the obligation is accompanied by strict quality control of the purchased software and independent evaluations of the effectiveness of the implementation, the expert added.

Russian Railways told Kommersant that not all systems available on the Russian market meet the state company’s requirements “in terms of reliability, safety, scale of operation, productivity, speed and volume of operations.”

Rostec believes that measures are necessary to support domestic developers, but clarified that “in some software segments, problems related to insufficient maturity of Russian IT products persist,” so “the substitution process must be approached carefully.” .

In March 2022, Vladimir Putin signed a decree that would prohibit government agencies and government clients from using foreign software in critical infrastructure. The restriction will begin to apply on January 1, 2025; Before this time, you will need to switch to the national software.
