The Ministry of Digital Development proposes to ban the use of foreign instant messaging for employees of markets, delivery services, banks, the Central Bank, telecommunications operators and government employees. According to him, the ban will apply to areas where employees interact with people. For these purposes, only courier services owned by Russians or Russian companies may be used. At the same time, employees and officials will be able to use such messengers only after authorization through the Unified Identification and Authentication System (USIA).

It is proposed to make corresponding amendments to the laws “On the protection of consumer rights”, “On banks and banking activities”, “On the Bank of Russia”, “On communications”, “On state public administration of the Russian Federation”. ” and “On the general principles of the organization of public authority in the constituent entities of the Russian Federation” ”

According to the draft law, the changes will come into force on September 1, 2026. Now the document is being agreed with interested government agencies, Interfax writes.

According to the agency, Russian IT companies Yandex and VK, operator MTS and developers of corporate communications solutions IVA Technologies and Truconf previously presented their messengers.

In June 2023, Vladimir Putin signed a law prohibiting officials at all levels and employees of credit institutions from using foreign instant messengers to transfer documents and personal data of Russians. For violation of the law, fines for officials amount to up to 50 thousand rubles, for legal entities – up to 700 thousand rubles.

Kirill Alifanov, deputy general director of IT at Sheremetyevo airport, previously said that only five out of 25 companies with state participation have completely switched to Russian software in critical information infrastructure facilities in two and a half years. The corresponding requirement was established by Putin’s decree of March 30, 2022.
