The bill, sponsored by deputies from the Communist Party faction, proposes to prohibit the wholesale and retail trade of “nicotine (including that obtained by synthesis) or its derivatives, including nicotine salts, as well as liquids and products containing and they do not contain nicotine.” devices for consumption.” The document was presented to the State Duma on December 26.
The authors of the initiative explained the need to ban vaping due to “the rapid increase in the number of users of these devices, especially among adolescents.” They also noted weak regulatory oversight of the industry “due to a government-imposed moratorium on unscheduled inspections.”
Previously, in April, deputies from the Communist Party of the Russian Federation, the Liberal Democratic Party, “New People” and “Just Russia – For the Truth” had already presented a similar initiative. They cited the development of nicotine addiction and lung damage in people who use vaporizers, similar to that of regular smokers.
