The “continuous heartbeat” option was compared to the alternative “continuous capability” option, which allows additional pauses if the crew is in orbit. NASA “carefully considered both options” but ultimately chose the “continuous heartbeat” approach.

The choice was made based on internal discussions over the last two months following the preliminary publication of the strategy: the final version was published on 16 December. Melroy said he deliberately provoked discussion on the issue to listen to other people’s views and build unity within the organization on strategy selection.
