The United States has banned the supply of chips for artificial intelligence and the sale of “closed” AI models to Russia, China and other countries. Measures are needed to prevent advanced American technologies from falling into the hands of American adversaries, according to a statement on the White House website.

According to CNN, Washington has divided exporting countries into three groups. The first includes the “allies” of the United States (Australia, Japan, South Korea, Taiwan and others), for which there are no restrictions.
The second group included more than 100 states. According to the Financial Times, they will have to purchase licenses that will allow them to purchase American AI chips above established limits. The third group included China, Iran, Russia and the DPRK, whose chip exports are banned.
China and Russia could no longer buy advanced American chips, but now these countries will face restrictions on the purchase of closed source AI models, CNN notes. Licenses are needed for the countries of the second group so that American opponents cannot buy chips through them, the TV channel explains.
Major participants in the semiconductor market, including Nvidia, Oracle, AMD, Intel and TSMC, previously opposed the imposed restrictions. For example, Nvidia said the measures will affect computers around the world, motivating countries to look for alternatives to American technologies. Oracle called the initiative excessive.
