Authorities have long intended to apply Moscow’s experience in implementing video surveillance in other regions, but the capital’s systems are too expensive, a source close to the Ministry of Digital Development told Forbes. This is especially true for the recognition of online video streams, which makes it possible to find missing people, recruits and wanted criminals.

“Therefore, at different times various ideas were expressed about how to implement smart video surveillance throughout the country without spending large amounts of money from regional budgets. In practice, this is solved by establishing uniform industrial standards, which requires systematic work in this direction, including at the regional level,” said Utkin.

According to Leonid Konik, partner at Comnews Research, in almost all regions of the country there have long been situational centers that receive video feeds from CCTV cameras at their disposal for subsequent intelligent analysis. According to Konik, collecting “giant streams of data” in a single federal center is counterproductive, as it requires large-scale expenditures to rent backbone communication channels, which are often in short supply.
