The main innovation is a two -level commission system for the use of store services. The first level (Level 1) includes a 5%lower commission, but only offers developers to developers – user support, application review and privacy information. Important options such as automatic updates and downloads cannot be accessed.
To access all the App Store functions, you must switch to the second level (Tier 2), where the commission is already 13%. By default, all applications will be placed at this level, but developers will voluntarily move to the first.
Apple also introduced a new commission – Core Technology Commission. As of January 1, 2026, it will replace the existing fee for key technologies and will be 5% of the purchase of digital goods outside the App Store, including alternative markets.
However, developers who accept alternative working conditions with Apple will continue to pay more than one million fixed fees (€ 0.50) per year for each installation.
