The main condition is not to connect to the network during installation. During the initial installation (OOBE), you need to press Shift + F10, open the command line and enter the command: oobe\bypassnro.
After the reboot, the system will ask you to create a local account without having to sign in to Microsoft ID. The method works on Windows 11 24H2 and 25H2 versions.
An alternative option is to use Rufus to create a bootable USB flash drive. The program allows you to remove restrictions in advance, remove the online account requirement, and immediately set a local username.
