The Ministry of Digital Development has developed amendments to Article 14.8 of the Code of Administrative Offenses of the Russian Federation (“Violation of Consumer Rights”) in accordance with the list of measures to support the economy in the current situation.

According to them, the ministry proposes the abolition of fines for the sale of goods without Russian software imported through sensory imports. The bill must be submitted by September 1, 2022 by the responsible departments of the bodies of the Ministry of Digital Development, the Ministry of Economic Development, Rospotrebnadzor and the Federal Antimonopoly Service.

The measure should be in effect until the end of the year.

The bill provides for exemption from the administrative part for the sale of special technical complex goods (smartphones, tablets, computers and TVs with a digital control unit) included in the list of the Ministry of Industry and Trade for proportional imports, without the purchase of computer equipment.

A representative of the Association of Trading Companies and Producers of Electrical Household and Computer Equipment (RATEK) said that the organization as a whole supports the initiative of the Ministry of Digital Development. However, RATEK is releasing on making the measure indefinite, since it is not clear what will happen to stores that are not sold on any full implementation of gadgets without Russian software until the end of the year.

Currently, the sale of equipment without a fine pre-established in Russia for alleged persons in the amount of 30,000 to 50,000 rubles, for legal entities – from 50,000 to 200,000 rubles. [Ведомости]
