Multiple lines of code in Google Photos for Android version 6.8 define “photos_watchface_preview” and this allows you to “Select photos with clock face”. It seems that this is more than just setting a photo as the background of a clock face.

Chances are, you’ll be able to select multiple photos and the watch face will likely switch between them throughout the day. Google Photos will impose a limit on the number of photos that can be added to a watch face.
The feature is supposedly for the Pixel Watch, but it could come to other Wear OS 3 devices at some point, as there’s nothing to indicate that it’s exclusive to Google wearables.
