Until the end of 2022, it is planned to submit a bill on recommendation algorithms on the Internet to the State Duma; the document consolidates the ability to disable them. It is reported by “Kommersant”. The markets estimate the losses from the new regulation at 100 billion rubles a year.
One of the latest versions of the document is the broadest possible regulation. All the owners of sites or information systems that use such technologies are obliged to offer the possibility of unsubscribing “totally or partially” from the recommendations of the users.
This means that social networks, video hosting sites, online cinemas, search engines, marketplaces and other services can be included in the project.
The bill is being developed by the deputy chairman of the State Duma Committee on Information Policy, Anton Gorelkin.
It also follows from the document that Roskomnadzor has the right to request from the owners of information resources data that is related “to the provision or dissemination of information using recommender technologies.”
The discussion on the regulation of recommendation services has been taking place since 2021. Initially, the deputies explained their need by the fact that the selected content on Facebook, Instagram (blocked in Russia, are the property of Meta, which is recognized as extremist in the country and banned), YouTube and other resources, increases the risks of social conflicts.
