The State Duma approved in third reading a bill on a unified biometric system (UBS). The document prohibits the collection of biometric data without consent and establishes liability for coercion to provide such information.

The Russians will be able to refuse the transfer of biometric data

In the summer, parliamentarians approved a provision that credit institutions can send all data to the EBS without the consent of customers. In November, a bill detailing this rule was adopted as well. However, the prospect of collecting such data from citizens was not greeted with approval. Banks, HRC and the church criticized the MPs’ initiative.

In particular, the National Council of the Financial Market (NSFR) sent an appeal to the Duma, in which it asked to cancel the article involving the transfer of data such as face and voice casts to the EBS. Earlier, before considering the draft for the second reading, the Chairman of the State Duma Vyacheslav Volodin announced significant changes to the text of it. He also allowed the introduction of criminal liability for the collection and leakage of biometric data.

The document adopted on Wednesday states that state and commercial structures do not have the right to refuse to provide services if a citizen does not want to transfer biometric data. A ban on the storage of genomic information has also been introduced.

It is necessary to fix the refusal to deliver in writing in the MFC and cancel the consent previously provided for the processing of biometric data on the portal of State Services.

In addition, the document prohibits the transfer of biometric data from Russians to databases located outside the country. To enter into force, the law must be approved by the Federation Council and the president.
