The attackers tried to blackmail company representatives into making “more extensive information” available to the public, Ekaterina Zubenina, the aggregator’s director of public relations, told Interfax.

In mid-December, more than 4,000 passport photos of Citymobil drivers were leaked online. A couple of days later, the information leak Telegram channel reported that almost 4 million unique customer phone numbers and 80.7 thousand unique aggregator controller phone numbers allegedly entered the network.

The company immediately launched an internal investigation.

Recently, the Ministry of Digital Development finalized a bill on billing fines for leaks of personal data in companies, which provides for fines from 5 to 500 million rubles. The initiative can be presented in early autumn 2023.

  • At the end of May, the Ministry of Digital Transformation agreed to a bill that involves the introduction of a fine of 1% of annual revenue and up to 3% if the company does not report the leak to Roskomnadzor in a timely manner.
  • On June 6, the State Duma adopted in third reading amendments to the law “On Personal Data”: they introduce an obligation for all companies to report to Roskomnadzor about leaks of citizens’ personal information. Companies must report a leak to Roskomnadzor within 24 hours of discovering it, and within 72 hours to provide the results of the investigation and information on those responsible.
  • In July, the agency began discussing options to mitigate a bill to introduce response fines for companies for leaking personal data.

Now a fine for legal persons for data leakage under art. 13.11 of the Code of Administrative Offenses is from 60 thousand to 100 thousand rubles, in case of recidivism – up to 500 thousand rubles. For example, in 2021, Oriflame paid a 30,000 ruble fine for leaking data from 1.3 million customers, while Yandex.Food was fined 60,000 rubles this year.
