No more than 3% of Russian backbone companies were able to fully switch to home software, the SearchInform study, cited by Kommersant, showed.
As for critical information infrastructure organizations, only 1.7% of companies managed to replace foreign operating systems and DBMSs (database management systems).
The study was conducted from September to November, 1.1 thousand specialists took part in the survey. The results show that 23% are currently only switching to products made in Russia. In 53% of the companies surveyed, replacement is planned for the future.
The process is complicated by the fact that employees have to be retrained, explains Alexei Parfentiev, head of SearchInform’s analytics department.
After the outbreak of hostilities on the territory of Ukraine and the subsequent sanctions against Russia, the head of the Russian Federation Vladimir Putin ordered to provide all state-owned companies with national software and equipment by January 1, 2025.
Pursuant to the presidential decree, the government has drawn up two roadmaps: New System-Wide Software (NOPO) and New Industrial Software (NIPO).
Previously, the authorities have chosen projects that are expected to be implemented under the NOPO by 2030.
