As early as 1981, WHO introduced the Code of Sellers of Breast-milk Substitutes. This was done in order to curb the aggressive promotion of substitutes and the promotion of non-breastfeeding. But the Code is only advisory in nature, and although modern science recognizes the allocation of milk as optimal nutrition for infants, infant formula manufacturers, this is not the goal.

The large-scale study examined 757 types of infant formula from existing countries as developing countries. Almost all labels contain one or two measurements about the benefits of the formula for the development of the child, but only 74% of them were found in scientific evidence. The emergence of more sexual links is due to animal research, clinical interpretation, and 88% of the research was funded by the manufacturers themselves.
